High CPU usage during a PSI/emission storm

When a PSI storm hits 5 of my cores/threads spike to 100% not throughout the whole storm but every time a flash or pulse hits
I want to mention i have Vsync on and Maximum pre rendered frames set to 1 in Nvidia control panel (for what its worth)
