Windows process called "Logon GUI Application" (winlogui.exe) causes the game to hang on launch

Unfortunately I don’t have any screenshots and I have to describe it. Yesterday my game had trouble loading (while the little title image appeared on the desktop, right after hitting “play” in the launcher) but it eventually loaded. Today the problem persisted and the game didn’t want to load despite a long wait. Then I looked in my task manager to find out my CPU usage is at 100% due to the process mentioned in the title. Closing it caused the game to immediately load.

I tried to reproduce it by manually restarting the process but it seems the problem is gone despite that. There was no game log until I got it working.
