Motion Blur implementation

New Motion Blur implementation is broken, it seems to work off a distance check, where it doesn't blur things that are before a certain distance relative to actor's first person camera. This results in DoF-like inconsistent motion blur where it ignores things that are too close and completely stops it from blurring the weapons, especially when shooting, which was one of the most exciting things about X-Ray's motion blur.

Right now the motion blur implementation is not ideal. We will address this in one of our future updates.
