Companions ignoring tactic choices

Despite giving a companion the order to stay low and behind you, and changing their tactics to "don't attack anyone unless they attack me first", they continue to shoot at shit like Zombies or cats/dogs [possibly also hostile humans too, can't recall] without you having done so, while they're still 50-100m away from you.

And they'll leave you behind to do so, I might add. Escorting a loner from Garbage to Cordon, one ran 50m away attacking 3 zombies, and later did the same attacking dogs that were fighting a bandit, and would have died if I hadn't run after them.
