Unable to place BBP Land Claim Kit

After buying a Land Clam Kit from the trader, was unable to place it anywhere to establish a base

Steps to create a Territory:

1. Place Expansion Flag
2. Create Territory
3. Place BBP Land Claim

This is resolved. As stated, you must place Expansion Flag, create territory, then place BBP Land Claim kit.

Also, you must go up to the BBP Land Claim flagpole and Enable Construction before it will let you place anything in the territory.
