Certain players not showing up in Territory Invite list

Certain players are not able to be invited to Territory permissions. Not sure what is causing this, other players show up in the list and can be added to the Territory just fine, but others cant. This makes it impossible for them to build or place anything in the territories. Needs to be fixed.

This seems to be resolved, probably in one of the Expansion updates
