Add Lockers to all Traders

Certain traders don't have Lockers at them for accessing the bank. I can't remember which ones don't have them, I think Surf Club, Zaros Bay (both Occupation Traders, not Exile built-in), and the NW trader I think doesn't have one. We should add them.

Done. Lockers are now available at each Trader. Although, the positioning is not perfect.

This is done already and on the server, will be resolved in an upcoming commit.
