Why does The Scheduler not show up in Jira's add-on administration section?

It seems like the only place I can admin this issue is on Jira's project overview sidebar, and this has very limited admin options.

Hi Angela,

Could you tell us what TSP version you are using? In version 4.x and above we replaced TSP admin section to one place in JIRA ADMINISTRATION -> Add-ons, before it was in Project -> Manage Scheduled Issue like on image below.
