Setting dynamic due date and time not working properly during change in time zone (daylight saving)

We are creating advance scheduled tasks in JIRA, so that scheduler can trigger tickets one month in advance.

Setting dynamic due date and time for these tickets, is not working properly when there is change in timezone or daylight savings.

For e.g. If a ticket is due every fifith of month at 10pm, I am scheduling the ticket (adding trigger) one month in advance at 7pm For this ticket I have set dynamic due date 1m 3h (this will add current time (while creating ticket) plus 1 month and 3 hours) On 5th September 2017 07:00 PM, when scheduler triggers ticket for the month of October Because JIRA is considering day and light saving the due date and time is getting updated as first of 05th October 2017 11pm.

Is this due to change in day light savings? Does scheduler follows any calendar within JIRA? What can I do so that JIRA put dynamic due dates to 05th of every month 10:00 PM, irrespective of daylight saving.

    Dear Amir,

    As I've checked:

    Issues are created in the time zone of the User creating the issue. They are displayed in the time zone of the User viewing it, however functionality within Atlassian applications may be reliant upon the timezone that is configured for the Java environment.
