Scheduled Issue Wizard Spinning

I am trying to create my first scheduled issue. In the Wizard, in the second stop, there is a little spinning icon next to Back, Next, and Close, which spins forever and does not let me proceed after choosing the Issue Type.

There was an Outage in Atlassian Cloud Services - that could be the cause: https://status.atlassian.com/incidents/00f3kk6n5w24
