As a JIRA admin I would like to be able to view and manage ALL configured scheduled issues in my JIRA instance in one page.

This is not something critical to have (as fixing the permissions management) as I could work around it the way it is now but it's something that is nice to have.

Not having central management or at a list of all the configured scheduled issues (in addition to the page in project admin) makes it hard to keep track of what is there. Just having a page in JIRA admin with everything would make it very easy and provide the necessary control to JIRA admins to assure nothing breaks and will probably allow for more freedom to delegate access to more people to schedule issues as well.
