Cannot Set Permissions

With scheduler (3.1.3) on JIRA 6.2.5, I cannot set permissions. When logged in as an administrator and on the System tab, the security section does not have Scheduled Issue. Where can I set this?

Hi, The scheduler supporting manage access since version 3.2.
