Hello,
We have released The Scheduler 3.2.12 on the Marketplace. This update contains Scheduled Issue sharing system, where the administrators and creator of the Scheduled Issue can share Scheduled Issue to other users. You can find information about sharing Scheduled Issues here: https://bitbucket.org/apdc/the-scheduler/wiki/Share%20Scheduled%20Issue
Feel free to leave feedback about the new permission system.

Hi ,
The task of manager is to manage access to the entire plugin - not sharing the action. People that do not have permissions are not able to see The Scheduler Tab. Please see:
Access Manager
Unfortunately for now you cannot share the Scheduled Issues to other people. Only creator can manage its SI, but the JIRA administrators still are able to manage all Scheduled Issues. What more The administrator can change even creator.
Additional restrictions of access to manage the Schedule Issues are caused by differences between access to the fields for different users. The Scheduler creates the edit form based on permissions to fields. That means the editing form could be totally different for various users. So after editing by other user than creator, the Scheduled issue could have some fields which are actually forbidden for creator. - This case makes the SI invalid.
We currently working on this problem. We plan to add sharing the SI to another users. We let you know when we release new version of The Scheduler with this feature.
