Proper error message when converting locked App to Admin app

Minor issue when it comes to error messages. When you try to make a regular app (that is locked) into an Admin app, it error out since the app is locked. However, the error message that pops up is blank. It would be helpful for users to get the error message in UX saying that a protected app cannot be converted (although you can see the error by going into the tm1 log folder and finding the TI error).
