Tool Tip for Element in Rows / Columns

In Excel it is possible to add a cell comment to provide a brief description of what a column or row element relates to. The request is to have a similar tool tip displayed for elements in the columns (or rows). The tool tip could be based on an values in a specified attribute.

Applicable to Views and Grid in a dashboard.
