Setting to fix the Filter Bar and/or toolbar to the top of the page when scrolling.

If a user scrolls down the page in a wizard, view or dashboard the filter bar scrolls out of view at the top of the page. To access the objects on the filter bar/toolbar the user has to scroll back to the top of the page. Understand this is desirable to maximise the screen real estate for the dashboard or view.

For some use cases it is desirable to allows show to have accessible the filter bar on the page even if the user is scrolled down the page. It would be helpful to have a setting that the report build can set to change this behaviour of the filter bar and/or toolbar for the page.
