Conditional Formatting based on another column value

When defining a cell format we often need to refer to another column value. It would be very beneficial to add another field to select the reference column with a dropdown.

Moreover, the formating is also often required to be defined per row/column combination. In the below case, for some measures + % change could be a good indication whereas for others - % could be a good indication.
