Refresh if using Popups

With large applications, not only the pop window but also the jumpoff widget refreshes, causing unnecessary loading times. But this is unnecessary because it can't be read anyway due to the milky display or full screen display.

1. disable background refresh on writeback in popup.
2. disable refresh after popup close
