Support ReadOnlyUser property in TM1

Describe the bug
UX doesn’t fully support read only users where read only is determined not by group membership only of groups having read access but by the ReadOnlyUser properts in }ClientProperties. UX will generate error messges in the console if Read Only users attempt tpo use edit mode.

Expected behavior
Edit mode shouldn’t be available at all to read only users. E.g. edit mode button doesn’t display, read only users are unable to set homepage or change setting service defaults.
