Chart datalabels: dynamic color

We need the functionality to be able to change the color of the labels depending on the background color of the underlying chart.

The lable should be a light color on a dark background and a dark color on a light background.

See the attached picture for an example and noticed you cannot see the value of the label on the dark brown background.

The default formatting of tooltips in highcharts has been changed in 2022.06 FP2 release, and the tooltips are now visible on light as well as on dark backgrounds.
