Notifications - can't have same start/end date

When sending a “public” notification, we noticed that the notification does not get sent if we have the same day in both the start and end date fields. It is possible to select the same dates but no notification gets sent after clicking on “Post”. Sometimes we may want the Public notifications to only be active on the current day.
