Wizard steps / substep doesn't load after losing the settings service parameter

When navigating through the wizard steps and substeps as a normal user (no admin) randomly the wizard loses the settings service parameters and it stops loading the page.

It seems the only workaround for this issue at the moment is for an admin user to step through each screen in edit mode. After this the wizard steps should render properly for non-admin users.

Seen this recently with a user where they get blank wizard steps and sub-steps. Clicking to another sub-step sometimes shows what they expect but then clicking to another may bring up only a blank screen.
It also looked like the target sub-step was not being updated in the URL.
Sometime clearing the cache worked but even with Dev tools opened and cache disabled, still seeing this issue.

@tomer ganz I really think that we need a technote to explain this AND then in the release notes reference/link to the technote!
Please keep it open and assign to you or Ada to do the technote and close once done.
