Active flag is not working

In 2.4.1 Active flag is working only at app level!!

For dashboard, widget, view, wizard step, or anything else it doesn’t matter if active=0 or active=1. All objects are ALWAYS visible in UX

    I can understand that for a dashboard widget or a subview that we ignore the active flag (that is for WITHIN SCREEN components). But in my opinion for components that are effectively a WHOLE SCREEN (e.g. Step or Sub-step within a Wizard) it is a bug that active is ignored. We should also respoce this setting within a wizard.
