Add to favorites doesn't work for Admin apps

Add to favorites doesn't work for Admin apps. There’s no reason why it shouldn’t. If a user can access the app they should be able to make it a favorite.

Currently this is a “silent failure” the option is offered and there is no indication that it doesn’t work but app is not added to favorites.

This was re-broken in 2.5.1 / 2.5.2.

you said you fixed it for 2.5.2 release but is there now a testcase for it (seem as it was already fixed and broke again)?
