Default Element not working

We have an issue with our UX application, we have configured Default Element, however, we are not able to predict how or when it is taking effect.

A video already sent to UX team, I am using Active selection as example, below is the current behaviour (wrong):

1. Login and see the Title selection has picked the first element. (Not expected)
2. Clicked around and suddenly showing the default element.

What we are expecting is:

1. When we open the page, it should automatically pick the default element we configured.

The users always feel “sudden shock” when they see the list suddenly become smaller, and we do not know whether the application has been configured correctly or it was the behavior, which causes a lot of confusion.
