Option to change the appbaseurl for tasks

I’d like an option to specify the default appbaseurl used in tasks in Task Scheduler. Currently this defaults to http://localhost, and this configuration did not work for us (full end-user facing URL was needed). Currently I’m having to go in and manually edit task files due to this.
