Allow space-admins to white-list SVGs

A user requested to allow Space-Admins to white-list SVGs. Currently only Confluence admins can do this.

    We will implement a solution in version 2.8.0. However it will not be the space-admins who have that right but a defined group. The reason not to use the space-admins is that a potential XSS attack would affect all spaces the user has access to.
