Pages added to a branch covered by a Tree Watch are not automatically watched under Confluence 7

Observed behavior: When pages are added to a branch covered by a tree watch they are not automatically watched. In addition to that no email is send out. The problem only affects Confluence 7.x.

Expected behavior: pages added to a branch covered by a tree watch are automatically watched. The users holding a relevant tree watch are notified about the added page.

Consequences: users might have missed page important page additions.
