Please stop with the "Welcome to I-Pascal!"

I think this was just enabled by default (or maybe installed by some other plug-in). I don't use this plugin so it caught me off track since literally every single time I started PhpStorm, I was constantly welcomed to a plugin I never used :D I had to disable it!

Not a huge deal, but: Pretty annoying.

The notification can be disabled in Settings => Appearance & Behaviour => Notifications => I-Pascal. As it's a third-party plugin it's weird that it's bundled in PhpStorm by default.
