Coordinating multiple Somersault instances

If backups are started via cron, and they take a while to run, its possible one Somersault starts before the last one was finished. FileSystem locking will prevent corruption, but its likely that something else should happen besides the second backup just stopping. Perhaps the first one stopping after the next file and letting the first one startup? This is especially useful if #2 is implemented.

This can be solved by implementing #8. The first one can be considered dead and be ignored.
