Support for setting NameIDPolicy Format in authn requests

It would be nice if we could get an option for setting the NameIDPolicy format of authentication requests sent to the IDP. PySAML2 defaults to "urn:oasis:names:tc:SAML:2.0:nameid-format:transient" which may not be appropriate in every situation.
