Discard empty localId when parsing table

Following on from https://bitbucket.org/atlassian/adf-builder-java/issues/99/fix-localid-inconsistencies

CS discards empty localId attributes when parsing tables, so we’ll make the library behave consistently.
This prevents tables in wiki ADF macros from being parsed an invalid.
