Add manual release instructions to README.md

Eventually, this needs to be handled by Pipelines. It’s possible that Magic™ will happen and the Comet project will solve it for us in a couple of months anyway (@Semps indicated that they expect to be looking for ~~victims~~ volunteers around early October), so I’m disinclined to deal with the needful myself just yet. In the meantime, though, I’m going to document the manual steps that I follow when doing a release so that others can do it in absence.
