Add HTML parser

Is this worth doing or not? I’m not sure… The plan is to add this as a very clearly “experimental” feature and see where that goes.

    I think we’ll need this some point, considering we already do wiki → HTML in the monolith.

    Note that this is specifically going the other direction only… HTML → ADF, not ADF → HTML.
