Show a better indication of when the bamboo server is down (buildoverview)

Iván Loire created an issue

Currently we show just a message - 0 builds green (13 down), but we still show the green bar, that is not a good indication of "down".

We should display an error icon, or another color in the status bar when there are "offline" plans.
