Proposal: remove packages folder from Atlasboard

Problem: different people have different interpretations of how to use Atlasboard. Example: I have seen cases of getting atlasboard repo, and creating all the packages in there, instead of using "atlasboard new <wallboard>".

There is documentation about it, but a good simple software shouldn't need much.

Solution: We can remove the packages folder from atlasboard/packages, and just have it under atlasboard/samples/project/packages

This way, we don't invite people to build on top of atlasboard itself (it wouln't work), and we actually strength the rol of atlasboard as a generator.
