New interface method: clients may call addon.settings.getAllClientInfos() to retrieve details of all tenants.

I need this in order to iterate over details for all tenants in order to archive old, closed polls in Polly. I recall seeing questions about this sort of thing on the mailing list occasionally, and I think that it will be useful for any ACE add-on that performs archiving.
