Bump request to latest (2.56.0) and fix incorrect API usage that breaks in latest version

The older versions of request that ACE was depending on behaves a little strangely when issuing HTTPS requests via a HTTP proxy. Bumping to the latest version started blowing up in the host-info call, because it was doing the wrong thing (should be passing uri when you supply a baseUrl).
