The ApplinksJwtIssuerRegistry has been returning null for all production instances for a while now, time to remove it so we can remove the feature flag.
Presumably there's a lot of code left behind that is no longer used. It's not immediately clear what exactly is safe to delete - I've created https://jira.atlassian.com/browse/JWT-22 to track the removal of the remaining unused code.
