ATR-104 First cut at converting ATR to use spring-scanner

Spring scanner 2.1.x is still missing features that ATR needs: custom service properties for ExportAsService, and filter expressions for ComponentImport. These binding work right now, simply because we don't bundle multiple velocity engines at runtime right now. That could change (as per the 2.x branch work to use velocity 1.7)

Refapp web resources aren't rendering correctly with this update. Seems the velocity plugin, or the core ModuleDesciptor, or something else again, can't reference the required context item. Needs further investigation before this can be merged

Contains some packaging fixes for changes for ATR-103. They need to be separated into another PR, so we can release that independently of this
