Make commons-collections provided in api, so it is no longer bundled
Remove unused Export-Package instructions for htmlsafe, since it now comes from its own plugin
Replace Import-Package instructions for commons lang with lang3
Clean up other unused Import-Package instructions for servlets, apache log (?), ant and jdom
