Use helpPath instead of hard-coded URL.

Side notes: JIRA uses 3.2.0, currently. There was no 3.2.x branch so I've created it. I've checked that JIRA does not work with 4.0.x

Plan: Merge fix to 3.2.x branch release 3.2.1 bump webhooks plugin to 3.2.1 in JIRA merge 3.2.x to master release 4.0.3
