Disable purging coverage data

As of now, coverage data is removed after closing a PR. We only record coverage data for files that changed, so size is not a concern to us. On the other hand, we would like to see old coverage data for merged PRs (of course, not necessarily for declined or deleted PRs). Is it possible to make this configurable?
