Unable to create pull request from git

After installing the command line tools, I'm unable to create a pull request. I set the url to http://myhost:7990. I get the following error when I attempt to create a pull request from git: Please enter a non-empty value less than 255 characters.

Setup: Windows 7 - Cygwin git (version < 1.7.11)

Creating the pull request works from the stash command itself.
