Show helpful error message if JIRA not authenticated with Confluence

If the app link from JIRA to Confluence does not have any outgoing authentication configured, the issue tab will be visible but will only ever display the "create page" prompt.

In this scenario, it would be much more helpful to instead show a helpful error message in the tab.

    This is fixed in the next release after 0.3.3. Now the tab shows an ADG-compliant error saying "Anonymous RPC access is disabled on this server".

    Upon seeing the above error, the JIRA administrator should edit the configuration of the application link from JIRA to Confluence, and set up outgoing authentication using their preferred method (I tested with basic auth).
