There are two ways to get this plugin into Cloud (as we now call OnDemand):

Bundle it with JIRA, i.e. all instances will get it. This is very unlikely to be approved, as we are trying to reduce JIRA's memory footprint, and while it's great you like this plugin, I'm not sure enough other customers love it enough to make it worthwhile to bundle into the core product.
Convert it to an Atlassian Connect addon. This is do-able but would basically mean a total rewrite, as these addons have a completely different architecture (and probably language, i.e. JS vs Java). So I'm not ruling this out, but I would have to spend a bit of time learning the necessary technologies and APIs.
