As a JIRA admin, I would like to be able to associate a JIRA project with a HipChat room so that I don't need to create a new workflow scheme for each project that needs to notify HipChat

+1 on this. The use case is if you have 100 projects, each one related to a different HC room. I want to have new issues generate a notification in the related room. At the moment I think I would have to add 100 post functions.

I created a branch which allows a per project configuration, and uses jira event system to trigger hipchat messages. The approach is a little different, but it works. https://bitbucket.org/tuler/hipchat-for-jira/branch/project-level-config You can install the atlassian-sdk, package the plugin, and test it.
