Atlassian likes to promote the idea of a meeting free day. Their ecosystem of products is intended to support that notion of asynchronous communication.

At our organization we're trying to live by that lifestyle. One consequence of this is extremely long, chat-room like conversations occurring via JIRA issue comments. At some point the signal-to-noise ratio in the comments becomes a problem. It would be my desire for issue comments to be primarily for important clarifications and status updates.

But, this doesn't discount the need for conversations about issues. If a user could start an issue specific chat room which automatically invites all the watchers on the issue I think that would help alleviate the comment overload on the ticket.

The lifecycle of the chat room could be quite short, as little as a few minutes, or it could exist as long as the issue remains unresolved/in-progress. Regardless, once the chat room is closed it would be great if the chat log could get saved back onto the JIRA issue for archival purposes. Perhaps just the summary or "net" of the HipChat conversation could then be added as a comment on the issue by the issue assignee or whomever initiated the HipChat.
