Implement HipChat notifications of priority changes on JIRA issues

Besides being notified about high priority issues being created, it would be handy to get a heads up when an existing ticket gets a higher priority.

I can see several issues created for similar things. Getting notifications on standard jira events. It might be good to globally solve this by adding a HipChat name on user profile, then when any event is triggered by jira to notify both by mail (if configured) and to hipchat user if available. The hipchat room could be linked to the project so we can split rooms if needed.
