Implement HipChat notifications of comments on JIRA OnDemand issues

We use comments within JIRA issues for alot of our communication. I'd like to be able to get notifications in HipChat when comments are posted in JIRA.

There's a plugin for that, but it's not supported on JIRA OnDemand.
